National ASB Inspection Report
Acknowledges Value Of Safer
Neighbourhood Teams

Derbyshire Police's Safer Neighbourhood teams have been praised in a major Government Report out today.
 
Her Majesty's Inspectorate of Constabulary (HMIC) conducted inspections of all 43 forces in England and Wales to examine how effective they were in tackling Anti Social Behaviour and how any initiatives used impacted on levels of this behaviour within the local community.
 
The report found that Derbyshire experienced moderate levels of crime and ASB for its size and that staff within the Force had a clear understanding of the importance of tackling the issue. Inspectors said that Officers worked well with partners to address long-term problems.
 
The main findings of the report were:
 
- SNT's regularly and effectively briefed on local issues. Good information available to CID and response officers via IT systems, who were also aligned to neighbourhoods and deal with priorities
 
- The force monitors ASB incidents and how they are tackled, well. It examines repeat and vulnerable victims on a case-by-case basis and has embarked on recent work to support those most susceptible to harm
 
- SNTs use a wide range of methods to tackle ASB and work well with partners
 
- ASB is clearly a priority for the force and there is a clear understanding from staff of its importance. The level of resources devoted to tackling the problem matches the force's commitment
 
- A survey of ASB victims in Derbyshire shows the force is performing broadly in line with the national average.
 
As part of the inspection IPSOS Mori surveyed 161 victims of ASB in the county.
 
- 63 per cent satisfied with how police handled call (65% national av)
- 83 per cent satisfied police listened to what you had to say (82% national av)
- 57 per cent satisfied with information provided following call (56% national av)
- 58 per cent felt call made a difference to the problem (53% national av)
 
Assistant Chief Constable Dee Collins said: "We realise and acknowledge the impact anti-social behaviour can have on the lives of individuals and local communities and that is why it is a force priority to tackle it.
 
"I welcome the report which has highlighted what is working well within Derbyshire and also the areas for which further development is required.
 
"As an organisation we're working hard with partners such as local authorities, community safety groups, housing, health and the fire service with a specific focus on reducing the number of repeat victims of ASB.
 
"We have recently embarked on massive piece of work to identify vulnerable victims in the neighbourhoods we serve, to try to make sure we know where the people most susceptible to harm are so we can give them the right help and where possible intervene early.
 
"Tackling this problem is by no means an easy task. It is about listening to the needs of the public and directing our resources into the right place at the right times to stem developing problems.
 
"People want to feel that their call is being treated seriously but we also need to have the confidence, support and co-operation of our communities to have any real impact.
 
"It is particularly pleasing that the work of our Safer Neighbourhood teams is recognised but we must ensure that all our officers lead the way in tackling ASB and that we have the right systems and processes in place to produce the most effective response."
 
Between April 1st 2008 to March 2009 there were 73,705 ASB incidents recorded in Derbyshire which dropped to 67,542 for the same period in 2009/10.
 
Derbyshire Constabulary are to launch a major campaign next week that aims to reduce nuisance behaviour and alcohol-related crime.
 
Operation Relentless is a six-week initiative during which police officers will work with organisations all over the county, such as councils and the fire service, to tackle anti-social behaviour and alcohol-related crime.
 
The operation runs between September 27 and November 8 and will consist of six, themed weeks. It ties in with the traditional increases in anti-social behaviour around half term, Halloween and Bonfire Night.
 
As part of the operation, officers will be targeting street drinkers, holding drug and alcohol awareness events and encouraging licensees to make sure they do not sell alcohol to youngsters.
 
To reduce anti-social behaviour and improve the environment, activities including litter-picks and graffiti cleaning have been planned. Events, such as sporting fixtures, will be organised to give youngsters something positive to do.
