"Every Day Is Different"

Do you have what it takes to be Special? That's what Derbyshire Constabulary are asking as they try to recruit more Special Constables to the force.

They are currently holding a series of 'Awareness events' where anyone interested can find out more directly (see the website details below) but, The Chesterfield Post took to the streets with two of the volunteers who give up their time to help the local community, to find out what they do and how vital they are to the police force.

Lee Stacey and Calvin Karpenko are Special Constables who regularly patrol the town centre at various times of the day and night. Before we went out on the beat with them we spoke at length about why they signed up and what they get from the role. They also spoke about the value they believe it brings to the force and the reassurance extra uniforms on the streets bring.

Lee has been a Special since April last year. He works full time for the NHS, but devotes days off and weekends to the Police. He is hoping to apply to become a fulltime Officer but at the moment there are no vacancies with Derbyshire. This way he says that he learns about the role, gains valuable experience and does something worthwhile for the place where he lives.

"It is", he says, "a good way to do it." He puts in about 20 - 30 hours a week and, being a fairly new recruit, is still learning from other officers. "I go out with other officers and walk round the town, be a presence, people speak to us with their concerns, we collect and monitor CCTV footage and deal with offenders and incidents as they arise."

He says that he enjoyed the training he was given at Ripley HQ and that it was adequate for the job, "I was given training over 10 weekends, it gave me all the skills I needed from getting in the door to getting out.

"It covers all the basics: officer safety training, how to use batons and gas, law and how to apply it, paperwork, and how to deal with people and situations. It's about building confidence, you need confidence to do this.

"Training is brilliant for giving you the basics, it's a good way of equipping you for what's out there, a good grounding, but then there's still lots to learn out there."

Asked what the best bit about the job is, he was quick to say, "Pride in a job well done, in the public having a good perception of what we've done. We're in the town centre, we're quick to deal with things. We get loads of support from the regular officers too, they're very good at showing you things, what may be trivial to them is very important to me and they help and support you. That's the one thing that would have reassured me a year ago - that they really take care of you, and bring you on".

He advocates trying it - "Whatever your circumstances, have a go. Even if you don't want to be an officer, you'll get confidence, skills you can take into another job and confidence.

"You will have the same background checks as regular police entrants and there are certain jobs which aren't compatible with the role, due to conflict of interest - doormen for example."

Calvin joined up 2 years ago and serves between 16 - 20 hours a week depending on his other commitments, he works in retail normally. He joined up as he wants to be a police officer and is currently going through the applications process.

He agrees with Lee that it's vital for his experience in the police force. "We have the same powers as regular officers, the only difference is that there are some things we can't get involved in because we're not regular officers and don't have the level of training they have - but if there's an incident, we can deal with it in exactly the same way as regular officers.

"When I joined, I had 7 weeks training. I found most of my learning as such has happened whilst I've been at Chesterfield, but training is valuable in basic law and offences. You have to learn for yourself a lot on the job - you're always learning - I'm still getting to know things.

"The best jobs are some of the fights you deal with, the complicated shoplifting offences, something you can get your teeth into. It's good to notice that, after you've arrested a known offender, crime rates go down or the public have people notice that person is missing from town and that's satisfaction."

He has this advice for anyone thinking of joining up, "It's becoming more important to do this if you want to be a police officer - more police forces want people who've done this, as there's a high drop out rate amongst officers who decide it's not for them, so this way you know it's for you. You can go out with an officer for a day, see what you think."

So ... then out on the beat in the town centre ...

Within minutes of hitting the streets it becomes clear just how valuable these patrols are, we are stopped by a member of the public wanting to discuss an issue with Calvin.

After a few minutes of reassurance and assistance the man goes away happy that his issue had been listened to and that the police had taken him seriously. Calvin will speak to another member of staff when he gets back about the concerns raised.

As we continue round, I lose count of the amount of people who speak to us, some of them who know the officers personally. The officers are constantly watching, as well as providing reassurance to the public that this beat is there to make sure that anyone with a banning order for the town centre is identified and dealt with, and to keep an eye on known offenders who may be there intent on committing offences.

One old lady shopping in town is reassured enough to stop us twice to say how lovely it is to see police in the town, and to then joke on seeing her again a few minutes later again, "Are you following me? I feel guilty now."

We move on, and visit Rebel clothes shop where the officers have identified a security issue and pop in to talk with the manager to give general crime prevention advice which she tells us is much appreciated.

One vital component of the job is the working with other professionals in the town - shopkeepers, market traders and security guards and the CCTV operators. Lee admits it's a team effort, "We all want the same thing at the end of the day".

Next up is the CCTV operations centre to see how the operators there work in tandem with the police officers and help back up the Shopwatch and Pubwatch initiatives which have proved useful.

The Operations centre has been open since 1995, with 14 cameras, though has expanded over time and now operates 123 cameras, which monitor the town centre along with other places in the borough. It is covered 24/7, 365 days a year and is linked live to the police radio and control centre at Ripley to make sure that incidents can be dealt with swiftly and often as they occur.

The manager there reports that "In the last 12 years, we've recorded 10,000 incidents and 600 times, our evidence has been used in court cases."

As we leave, the Specials tell me just how vital a service it is, not only from a  crime fighting viewpoint, but also from a safety angle. Lee says that it, "Gives us confidence to know that we're being watched and that it keeps us safe on the streets if we're on our own."

It's clear from the shift I did that the Specials are not 'policing on the cheap' - but a vital and well trained cog in the justice wheel, providing the presence and reassurance out on the streets which would be absent if these people didn't give up their time.

Calvin has the last word on the subject saying "You get out of it what you put in really."
