Limit To Licensed Premises Looms In Town Centre

Plans have been revealed today which could see the number of licensed premises in a small area of Chesterfield town centre limited.

A proposed Cumulative Impact Policy is being considered by the Borough Council and local residents, licence holders, responsible authorities including the Police, Chesterfield Royal Hospital and providers of transport in the borough are all being invited to have their say on whether or not the policy should be introduced.

There are currently 54 separate licences granted under the Licensing Act 2003 in the area being considered, which includes Cavendish St., Church Walk, Church Way, Corporation Street, Elder Way, Holywell Street, Knifesmithgate, part of Saltergate, St. Mary's Gate and Stephenson Place.

Chesterfield town centre has the highest concentration of violent crime in the admin county of Derbyshire, with around two-thirds of that violence occurring within the area being considered.

The council is considering the proposal as the licensing authority because, the number, type and density of premises selling alcohol for consumption and/or late night refreshment in the area concerned is causing problems of nuisance and disorder.

Adopting the policy would limit the number of bars and nightclubs within the area by not allowing any new ones to be established unless the applicant demonstrates how they will not add to the 'cumulative impact of crime and disorder.'

It would only apply to new applications - existing premises will not be affected unless they apply for a variation to their current licence.

The cumulative impact resulting from a venue can vary, and the policy would take account of that by allowing the introduction of a restaurant, cafe or 'sit down' bar which have comparatively low impact as opposed to a large nightclub or high capacity public house which might have a high impact.

The proposal has the support of the Chesterfield Community Safety Partnership and the council's Scrutiny Board.

The consultation is now underway with letters having been sent to relevant parties, presentations at all of the Council's Forum meetings and the placing of a public notice in the press.

Councillor Chris Ludlow, Executive Member for the Environment said: "The adoption of a cumulative impact policy will enable the council as the licensing authority to more tightly control the type and number of licensed premises that contribute to the concentration of crime and disorder in a very small area of the town."
